Key takeaways

  • The July–September strike call did not establish that a particular delivery was delayed.
  • The physical TIE is collected from the police; a residency resolution can arrive as an administrative notification.
  • Opening an electronic notification can constitute service even when the chosen delivery method is postal.

The Strike, in Plain Terms

CGT called full-day action across Correos centres and shifts in the Comunidad de Madrid from July 1 to September 30. Its material also described 13:00–15:00 and 17:00–19:00 stoppages for an “Área Centro” operating zone. The published descriptions did not establish the relationship between those calls or a street-by-street delivery impact.

What Could Be Affected

Letters, parcels and administrative notifications sent by Correos could be affected where workers followed the call. The material reviewed did not establish that the strike delayed any particular delivery; use that item's tracking or contact the sender.

What's Not Delayed: Your TIE Card

Here's the correction worth making before anyone panics: your TIE (Tarjeta de Identidad de Extranjero, the physical foreigner ID card) was never coming by post. You collect it in person from the Policía Nacional (National Police) documentation unit that took your fingerprints, following whatever collection instructions you were given at that appointment — Correos is never part of that chain. A postal strike changes nothing about it.

What could genuinely be affected is a different piece of paper entirely: the letter from the Oficina de Extranjería telling you your residency application has been approved, rejected, or needs more documents. That's a separate process, run by a different agency, and it's exactly the kind of item a Correos disruption can slow down if it travels by post.

CGT's Reasons for the Strike

CGT attributed the dispute to staffing shortages, workload and protection for delivery workers during high temperatures. These were the union's allegations. The reporting available on August 6 did not establish an agreed resolution.

How to Stop Waiting on a Letter

For a residency file, check its status and the notifying office's instructions. A status result is informational; it does not replace the resolution or its notification.

Notification rules, checked 22 October: under Articles 42–43 of Ley 39/2015, accessing the content of an electronic notification can constitute service even if you chose postal delivery. Separately, when electronic notification is mandatory or expressly chosen, failing to access it for ten calendar days after it is made available can count as rejection, subject to the applicable exceptions.

Logging into DEHú alone does not change your chosen notification method. Where a choice is available, communicate a request to change it to the office handling the file. Check the date and instructions on an actual notification before calculating a response deadline.

The DEHú and Extranjería status pages were inaccessible during the source-access check. If access fails, contact the responsible office rather than assuming there is no notification.
